Here's the explanations for all the airstrips near TTR. The one most currently refered to as Mellan Airstrip is right next to the fat drylake bed southeast of KTNX. You have to have an area access badge to visit that airstrip as it is still within the secured area. Those older airstrips could very well have been simulated targets for the F-117A because back in the very secret days they could not fly off the range. Considering how close they are to the home of the F-117A it's logical and they probably saw the remainding scars of the runways in the DLIR just fine. So WWII airstrips re-used in the 80-90's could explain the markers? Remember the pilot's of the F-117A's were working on "Very" accurate not just area accurate. They would call a hit on a passenger seat vs' a targeted driver seat of a car a miss.
