They can can record, not actually MONITOR everything. Far too much information to sift through and porcess. If you'd like to know how difficult is it, try monitoring everything ten of your friends do in the same 24 hour period, and I mean EVERYTHING. Be detailed about it too. Oh, and you have to report about it within those 24 hours. That's all the time you get. Not as easy as it sounds.
So instead of 'who watches the watchers', a more realistic question would be 'are the watchers really watching'?
