I'm not sure what map you are looking at to get this data, but those waypoints are the general area of Project Faultless. The DOE only exploded on nuke there, but I think they tried to dig in a few spots in the area before they settled on the "the spot". There are lots of roads cuts there that seem kind of useless, but I think they go to spots that were either investigated and abandoned, or some sort of infrastructure was there like trailers.
