Would agree on this. Also, I'm guessing that probably groom has been networked for a good long time, but not through this project, almost certainly. From what I've read, I get the sense that ARPANET was a fairly white-hat open project, not the sort of thing you want mixing with defense technology R&D work. I would be surprised if there's any way to get the open internet on-base, currently. If there is, I'm sure it's on machines well separated from anything classified.
