Because photographs, film/video, and publications produced by U.S. Government agencies (CIA, DoE, USAF, NASA, etc.) were created using taxpayer dollars, they have no copyright attached. The upside is that anyone can use these materials as long as they don't imply endorsement by the respective agency. The downside is that if I write a book under contract to NASA, for example, anyone with a printing press can reproduce it and sell it without asking permission or paying the author royalties.
