I don't think you can say there are no tunnels at all a blast tunnel would make sense, you can house your engine completely under cover and test it to your hearts content. Heat, shockwave etc. dispersed elsewhere. We are not talking tunnels to an underground base just shallow ones perhaps even connecting hangers working on the same project.
