Those are the two Orbital Sciences X-34 prototypes (and just north of them, Orbital's L-1011 carrier aircraft). The program was cancelled in 2001 after a funding dispute between Orbital Sciences and NASA. They were mothballed at Dryden, but were moved to Mojave in late 2010. NASA is apparently considering restoring them to flight status, according to the wikipedia article (linked below).
