False echoes are a problem for both air traffic control and meteorology. In air traffic control they seem to be referred to mostly as false alarms. Get one false alarm in one part of the scope and then get another one in a different part of the scope just a bit latter, that can look like one fast moving target. I see where Jim Goodall talks about fast moving contacts in the San Francisco bay area in this video at 1:52 but i can't find anything about him saying the same thing for southern California. Do you have a link?
