I can't believe they're not US military. Inasmuch as Nellis (Area 51) is a military base, it would follow that security would be a military function. US Dept. of Defense is not going to contract out to private firms the function of border security in a Top Secret military installation.

Legally US military personnel would have the authority to hold trespassers at gunpoint and to turn them over to non-military law enforcement (Sheriff). Private contractor personnel would run into all sorts of legal issues when holding persons at gunpoint.

Just speculation here, but it just doesn't make sense for the Dept. of Defense to out-source security on a domestic military facility.
