There are some tips for view points near Rachel in our "Red Flag & Nellis" section (see the attached link). There is also a good view point at the north end of the Nellis runway, right by the fence. Take Las Vegas Blvd north, pass Nellis AFB and then take the dirt road along the north end of the fence.
