Personally I think the idea that you've somehow lost Tikaboo Peak is a little premature right now.
After all, what good is a surveillance camera when the people it's capturing images of have done nothing ilegal?
As for it preventing test flights from taking place when people are in a position to watch?
Well, I've already read many reports here that seem to indicate that that realistically goes on already and has been going on for quite some time.
So what's new?
And as for the presence of a few campers preventing some sort of black military op from taking place...that's a little preposterous don't you think?

And if you think that's not entertaining enough for them, maybe offer them a "full moon" every now and then, just to give them something to look at.
