The camera clearly has 360 all directional vision up to a horizontal plane. I wonder if it works on automatic motion sensors or must be worked manually from the location inside Area 51? A microphone and facial recognition software? Then the spray paint man must also be a masked man, and be quiet like Spiderman, although surely the Cammo Dudes would be waiting at the bottom by the time this masked man got down.
