Primary development and manufacturing occurs at the separate company facilities. The site serves more as a laboratory. Infrastucture, personnel and supply lines aren't in place for a manufacturing role. Since all the major aerospace companies have secure facilities already in place it would be an unnecessarily redundent expense. The boys build their kites at home but they gather in the 'park' to see how they'll fly.
