I agree. The more I think about it the more I think it may be the new dining hall. The dining hall we know about is located next to the old base headquarters, which has since moved to a location just west of the Janet terminal. It would make sense to move the dining hall with it, especially if it needed to expand anyway, to feed more and more hungry workers (Janet flights to Groom have increased by 30+% in the last few years).
