It can be used for practice deployment for troops during an assault landing (unlikely) OR to determine how best to fit in a new shiney flying thing into the cargo bay of a standard C-130 (a loading trainer). Probably the later so that means whatever is being worked on nearby is going to be taken elsewhere, unloaded and deployed. Since it is a C-130, that means more of a inter-theatre destination to other CONUS military bases around the country. Too bad we can't find where C-130's have been coming to and from Groom - we could get an idea about what the shiney flying thing is. Probably a UAV or even a stealth helicopter or two.
