I can imagine with the amount of sats up there nowadays maybe every few hours or sooner they have decided to take things 'underground' to save the logistical nightmare it would cause coupled with the extra worry of tikaboo peak.

This could explain the construction of the new hangar etc, but im just speculating of course and im sure you guys would be aware of any logistical operations involving the removal of large volumes of earth needed to create anything related to an underground test area etc.
