Almost certainly a pair of NOSS satellites - used by the US Navy for electronic surveillance of the oceans. They orbit in a group of three (although often only 2 are visible), triangulating RF signals emitted by ships.

Iridium sats don't orbit in pairs.

The flare phenomenon (where the satellite appears to brighten for a short period) are common to all satellites with large flat surfaces (like solar arrays, antennas, etc).
