The story with respect to the F-22 is that the conductive coating is applied to the inside surface of one of the 2 layers of the canopy glass. Things have to be done around the edge of the canopy to make a good (conductive) connection between this layer of stuff inside the canopy to the airframe.

The F-22's canopy represents the state of the art for LO glass, or so I was told some years back. Wasn't as involved with the F-35; wouldn't surprise me to learn there were some lessons learned incorporated into the newer design.
