Regarding being at Nellis after Sept 11, I have done this. There were people hanging out at the usual spot under the runway, though I read initially they were being hassled by security. The base is building a masonry sound wall structure right by Las Vegas Blvd a bit south of the viewing spot. The wall is obviously for security. I did some asking around and was told there is a real problem with locals hopping the fence and breaking into cars at night on the base. The story sounds kind of funny to me since you would think an air force base would be the last place street criminals would go to get a car radio.
