Possible, but not very likely. There was some discussion here in the forum about the track when we published our 2009 satellite image. Turns out many other bases, including Creech and Nellis have recently added similar tracks. Some of them are in plain sight from outside the base, and are obviously running tracks. Conclusion: It is a running track.
