The US military (USAF, USN, USMC, USArmy,& USCG?) uses several small executive (VIP) type jets for a varity of roles......General Dynamics Gulfstream: C-20, Bombardier Learjet: C-21, Cessna Citations: T-47 and UC-35, and larger types, Boeing: C-40, and I don't know if there are any Douglas/MacDac/Boeing C-9's still around or not.......The bump is interesting...Not sure, but depending on what size the bump is is might be a TV antenna...........

Without futher discription/information it's difficult to tell you more.......except if it had wing tanks it probably was a Lear C-21.....

The SOUTHERN CALIFORNIA LOGISTICS AIRPORT (SCLA) is the old George AF base........
