They look like pads for equipment; radars, cameras, threat generators, other instrumentation. Some of the equipment needs a VERY stable base, so concrete is the medium of choice. Plus, they have a limited number of those resources, so they move them around for certain blocks of testing. RoadKill
The location of this particular site affords it the capability to serve both the NTS and Groom. Hard to say, exactly.
