Those T-38s are from Beale AFB near Marysville, California. The U-2 pilots use them for proficiency training.

Nearly all Air Force T-38s used to be painted white.Some, like those at Tonopah Test Range in 1989/1990 were painted in a camouflage patter. The black paint scheme was first introduced by either the 49th Fighter Wing at Holloman AFB or the 9th Reconnaissance Wing at Beale, with a paint scheme matching that of the wing's primary aircraft (F-117A and U-2 respectively). Pretty soon, other units were matching colors, such as the gray T-38s at Whiteman AFB.
