Thank you for the additional info. The unit being controlled from somewhere else would explain the absence of a runway-like feature in the area where the device was found. But then, if there already is a satellite radio link to the controller on the ground, why not use that for the data transmission. Unless this is a new system under development, attached to a UAV or manned aircraft, that has not been integrated with any of the other systems of that vehicle.
