I suspect it's several small villages.....Occupation is largely agrarian...One thing I've noticed about villages in China, and the Korea's is that the villages are walled....(One cooking show on PBS tours small Chinese villages).....The views of those coordinates seems to show the villages/communities as being so enclosed......... Why?...Believe it or not there are Leopards, Lynx, and maybe ever an occasional Tiger (Siberian I suspect)in them there hills......... I have no doubt the North Korea's have stuff stashed in tunnels. At this location however I don't see any airstrips around..... Lordy mercy!.....it does looks cold there!..........
