Illegally disclosed classified information is still legally classified despite it's disclosure. Viewing any such information on a non-classified government network has exposed that network to classified information and is a violation of network security. The same principle would apply if Top Secret information was on Secret network. The Top Secret information would not "magically" become Secret. The reasons for it's original classification still apply. Data can be downgraded or declassified but that is done by approved entities after careful assessment of the resulting disclosure, as was done with the evidence presented at the UN of Iraqi WMD efforts prior to the invasion or release of the U2 photos during the Cuban missile crisis.
