We have airborne listening platforms and large ground installations for intercepting HF, up-down links, telemetry and telephone transmissions. And the grand daddy of all signal intel gathering Pine Gap. Suffice to say everything in the spectrum is being watched, recorded, and analyzed as that's signal intel's mission. I didn't know enough about satellites at the time (circa 1990) but I heard engineers talking of birds that dropped a long wire that could pick up HF. I heard a bunch of what seemed at the time to be too crazy to be true ideas.
