As for the nature of the business, there are plenty of plausible explanations. Radiation monitoring is near the bottom of the list. Basecamp is maintained by th Air Force. The white trucks belong to the Air Force too, at least the ones I saw when I visited...they don't have the GSA license plates, they have the standard AF "90B178" pattern of plates. First two digits are the last two of the year, the next is they type (B being cars/trucks), and the last digits a sequential serial number.

Chances are this was AF/Range business. Too bad you didn't tail them! I reckon I'd have been skittish too. I didn't hang around Basecamp very long, nor take many pictures from the "rush" of being there.
