It varies. Some contractors may work on one project and then leave when it is finished but return to work on another "black" project at a later date. As you might imagine, it is easier to get clearance for someone who has previously been cleared to work at the test site.

Military personnel typically serve two years in any given tour of duty but may spend multiple tours in one location doing different jobs. In other cases, they may spend some time at Groom, leave for another assignment and eventually return to Groom (as active duty military, civil service, or contractor). Again, having been previously cleared is helpful.
