I seem to recall that that Banshee wail was caused by the Boundry Layer Control System which ducted engine bleed air over the flight control surfaces to increase lift at low air speed.
I was a jetmech in the 57th at Nellis in the 70s and went TDY to Luke once during the time when the Germans (aka The Lukewaffe) had a 104 training unit there. I was attending a class, which would be interrupted by the sound everytime they would come back from a sortie and enter the pattern. Gawd! Whatta shriek! I think that early F-4s had a similar bleed system that was a howler too, but nothing like a 104!
