Any chance one of the trucks followed the dust devil? Caught a documentary on deserts and there was a team doing almost exactly what you described. Their location was stated as "a remote desert base in southern Nevada." At the time I thought it was strange they didn't give the dry lake bed name, or valley name of where they were. They weren't military, think they were USGS or NOAA.
