I can confirm that F-104's were at Luke AFB and used to train German Pilots. They came in while my father was stationed there in the early 60's. I became familar with their distinctive whine at the old Hamilton AFB north of San Francisco when the USAF started getting them back in the mid to late 50's. (OK, so I am old). As a side note, they used to sight in the guns on the Air Forces F-100's and the German F-104's at any time day or night at Luke. You could sure tell the difference when they fired the F-104's Gatling Gun vs the F-100's Canons.
