I have a good friend whose brother works on Vipers at an AFB in the western US. I sent a similar photo to the guy I know and asked if his brother could tell me what it is. The answer that came back is, "..it makes noise"; presumably electromagnetic. I have another friend that is a sparky (EE) and he worked at a military lab site in NM and I asked him what it was. He said that he both knew what it was and how it worked, but he wouldn't tell me. Most of the photos that I have seen of this thing have been on aggressor aircraft.
