First of all - the 'Russian Radar' in the link supplied is an integrated air-defense system, not actually a 'radar' vehicle. Similar, but with a different purpose...

Radar placement - Yes, maybe 'hiding' it further in the restricted land would be useful for security purposes - but might severly degrade the performance of the radar for the purposes the need it for. The Laws of Physics(tm) don't conform to USAF Security protocols...

Finally, as for the description given as to the 'exercise' being run: It sounded like a low-observability test, to me. 'Stealthy; plans work on two principals - RAM structures that absorb some of the energy from the radar, and low Radar Cross Section, which deflects the beam from returningt to the unit. Many new aircraft, while not actually 'Stealth', try to have a very low RCS. However - low RCS can be defeated if there are other recievers, linked into the system, to register the 'deflected' pulse. It sounds like the AWACS were tied into the system in an attempt to determine the RCS of a given plane.

I'd kill for a photo of the AWACs planes actually involved, including the 'mystery' plane 'the size of a 707'. Perhaps the aircraft were Soviet-Built Mainstay aircraft? The 'mystery' plane could well-be the downaward-looking Naval variant...
