Yes, I would expect more commercial airliners to use the Mode-S position data in the future. I believe the milestones are 2013 for new commercial aircraft to be equipped with Mode-S position and 2015 for older aircraft to be retrofitted. I could be wrong on the dates, though.

In Europe, most commercial airliners are already broadcasting their position. Most military aircraft at least broadcast their ID and altitude. There will always be exempt aircraft, though.
