Given the distance, I don't see an issue with privacy. Not sure how feasible a web cam would be at this distance, though. If you can find a camera that has a long enough lens I can see this being useful for those who live far away. I am afraid I don't have the resources to be of any help right now, but maybe someone wants to join in and help you out. If you can set up a cam, I would be happy to link it into DLR.
