It's one of a number of program code names; Peter can enlighten the class on this, I'm sure. There is a scheme for naming programs which entails use of two code words, and the first word in the pair denotes some classification into which the program falls. In addition to Have, there's also PAVE, SEEK, SENIOR, PEACE, RIVET, COMBAT, COMPASS, off the top of my head.
I don't know anything about the naming scheme, but there do appear to be patterns evident. PEACE xxxxx is almost always a foreign military sales delivery of aircraft, RIVET seems to generally be ELINT or SIGINT-related, and so on.
