On closer inspection, the map is titled "Flare Restrictions", which makes it make a whole lot more sense. No use of flares in the red areas (over Groom Lake, NTS, and populated town of Alamo), probably no low-altitude use in MOAs (since there can be civilians and private lands under the airspace), and no restrictions over the NTTR itself.

But, back to the point of this thread, the big red square in the northeast corner of R-4808 does correspond to the traditional no-fly "box" over Groom Lake.

Still wish we could see the rest of the map though!
