If the system that we use today, that determines how Secret something is remains in place... And, as long as the work that is done out there keeps being as Secret as it is. Then those two things alone could put a damper on it for a long while... Area 51 is at the highest of The Top Secret Classifications, it is what is know as Sensitive Compartmented Information , or SCI... The NSA, and NRO fall into the same catagory. There was a joke about the NSA , before it was even known to the public, insiders would say it stood for No Such Agency. Of course as time goes on, some easing up happens. We know about The NSA now more today after 9 / 11.

The workers Law suite against The Base, prompted President Clinton to sign Presidental Determination 95 - 45. Which mentioned ' The Operating Location near Groom Lake ' . The spot light that was put on The Base during the withdrawl of Freedom Ridge helped to publiscize The Base more, but it doesn't mean it is any less Secret.

I guess also another thing to consider is what might be going on in The World 10, 20 , or 30 years from now. The Cold War is over, but now we are fighting The War on Terror. Will this make future Administrations respond by making restrictions even tighter. The neighboring NTS just got a new name, this alone means that procedures there might change.

Really with that much time, and all the varitables involved, it might be too hard to make a call looking that far ahead.

In the short term, Homey Airport is a good sign though.
