It sounds like yet another example of the government assigning a more complicated word grouping to replace something simple and intuitively understandable. Other examples including changing "Threat Condition (THREATCON)" to "Force Protection Condition (FPCON)" or changing "Drug Rehab Clinic" to "Drug Demand Reduction Center."

At least it is less ironic than the previous name change:
