When you speak of network radar in this context it does makes sense. Lockheed
developed and markets (or at least they did a couple years ago) a system they called
"Silent Sentry". It was a network of several sites that analyzed reflections
of broadcast FM transmissions off aircraft, and could passively track them. Might even work
on stealthy aircraft, but they never said. Probably not precise enought o target. They
used to have a web site with info, but it seems to have gone stealth itself.

Are you suggesting that this network of radars at Groom is DYCOMMS?
