Mainly two reasons: Withdrawing Tikaboo Peak from public land would bring more unwanted public attention to Area 51 than it would be worth. The peak is 26 miles from the base, which limits even the best optics. It is much easier to conceal sensitive areas of the base with screens, which they do.

Secondly, since Tikaboo Peak is detached from the restricted area, it would be very difficult to enforce the restriction. The only way it could be reached is by helicopter.
