From what is specified they can't fly over with planes but more so satelites, the open skies treaty allows other countryies with satelites to take pictures of area 51 as long as the united states gets to take pictures of some of there top secret facilities with their satelites. An a heads up Area 51 has a dish on the base always pointing up along with NORAD help to when the satelites would be flying over so if the satelites were flying over they would prob never get a shot of any secret planes in hangers or even see what type of tunnels might be underneath with ground penatrating imaging.
