Sure it opens up the skies, but I am sure it is just like satelites overhead. I am sure the planes that are certified are monitored and people know when and where they are airborne. So even if they wanted to or could fly into restricted airspace it would have to be coordinated. Any aircraft in the sky will have to be talking to the controlling agency for the area they are in. Also it's not just any plane that can do this

All Open Skies aircraft and sensors must pass specific certification and pre-flight inspection procedures to ensure that they are compliant with Treaty standards"
