i'm at nellis quite often taking pictures and have never been bothered by anyone as long as i stay on the speedway side of las vegas blvd. this includes during red flag. you usually get two opportunities to take pictures of planes landing as first they fly in formation on the runway heading (gear up)and then circle back around and come right over your head gear down. if wind is not a factor i believe nellis generally tries to land on runway 21 right and take off runway 3 which brings the planes near the speedway. for this reason i think that is usually a better location for watching than on cheyenne.
