Regarding the effects of weather and winds, the speculation I've read assumes that a stealth blimp loiters above the weather at high altitude. I seem to remember some third-hand accounts of people involved in programs like this that stated the transit up and down was very difficult at times, but once at altitude it was just fine to stay for long periods of time.

Given this assumption, I don't see how any "flying" aircraft would land on something at this kind of altitude. However, a suborbital signals platform makes a lot of sense. I'm guessing that having such a platform for battlefield signals has many advantages over satellite-based systems. Orbiting satellites can be detected in so many different ways due to being a "spacecraft". A platform that requires little energy to keep in place means it's harder to detect. This is all an educated guess on my part...no inside knowledge here.
