I think he was referring to the USN airships Macon and Akron. They could launch and recover F11C biplane scout fighters from a trapeze/hook from the bottom. The Akron did have a spy gondola that could be lowered below cloud cover.
I've you've ever been near any of the old blimp hangars (I've only driven past the old goodyear ones near Akron OH), they are enormous buildings. There are several other old airship hangars still scattered about the US. I think the Hanger building for a stealth blimp like this could be huge and too hard to hide. you could have smaller ones like the size of the GY blimp that could be quickly inflated/deflated, and used to haul drones, but they aren't exactly fast.
