The F/A-18B in question is the CAG aircraft from NAS Miramar & the Navy Fighter Weapons School, colloquially known as 'TOPGUN.' IIRC, this aircraft, Bogey 00, is photographed sometime between 1988 and 1995, after VFC-13 had made the transition from the A-4 to the F/A-18 and before the move to Fallon. The black CAG bird, like VX-4's famous Black Bunny 'Vandy 1' scheme, was painted for PR purposes, not utility.
