The reality is different. Even if you handed the falcon over to another country, they have to have the scientists and aerospace engineers to understand it. The materials facilities to produce it. The software engineers to control it. And the money to pay for all that. That's if the super high speed crash into the ocean didn't thrash the falcon into tiny bits.
