No idea about what services they might offer. Due to the fact that most of the flights are kind of short.. I am thinking not much. As for the FARs this is what I am thinking. They like to deal with a few people as they can, so... It might be best for them if they run under a Part 91 operation. I guess it would depend who owns the A/C and other factors. Part 121 is what major Airlines like Delta are required to run under. Under 121 rules the FAA keeps a very close eye on everything that goes on. Part 135 is what small outfits that fly smaller airplanes run under. They are also required to deal with the FAA a lot of the time. Just my 2 cents...
